It was released on Decemfor 500 CC Credits. Now apparently i had FNIS for LE installed somehow, even though i specifically googled for SE. His experiments with Kagrenac's Tools had joined him to the heart's divine nature in some way, so that he learned to draw power directly from the heart.

I also have Kagrenac's Tools loaded at the very bottom, yet still I'm able to drop Keening even after leaving it in an interior cell for a full 24 hours. I use a lot of Ennead's mods, Morrowloot, the Noble Skyrim graphical series, mods like Wildcat and Thunderchild, and Kagrenac's Wisps. I still have the same issue as russianlad.
Also, make sure this mod is loaded below any other that edits Keening or else the quest won't start.
